This is a good example of a MISB Targetmaster Stepper. At once I had a couple of these, but they both had the same problem. The box had been resealed with a second set of tape. In both instances, the collectors from Japan said that the small toy shops used to open the boxes, in case the customer wanted to make sure all the parts were inside. Due to this, not many true MISB Transformers remain. Many Japanese collectors consider these retaped pieces the same as MISB, but for US and other non-Japanese collectors this is not the case. This is still a very presentable piece, and the box is quite nice, around a C9. The Japanese only Targetmasters logo is pretty nifty as well.

I obtained this piece from the private collection of a Japanese collector.
